Sampling for tests. Sampling for tests shall be conducted in accordance with MIL-STD-105, at inspection level S-1, AQL 1.0. The unit of product for test purposes shall be one package of padding. Where feasible, the same sample unit shall be used for the determination of two or more test characteristics.

Examination. The padding shall be examined to determine compliance with specification requirements. Examination shall be conducted in accordance with the following classification of defects listed below. The padding shall be examined for defects including, but not limited to, those listed below.
Defects.
Padding material not as specified.
Roll of padding has breaks or tears.
Padding has other defects affecting function or serviceability.
Dimensions of padding not as specified.
Padding not clean.
Tests. Tests shall be conducted to determine compliance with specification requirements. Where feasible, the same sample shall be used for the determination of two or more test characteristics.
Weight. Weight of padding shall be determined using a suitable scale or balance.
Breaking strength. Breaking strength shall be determined using a constant-rate-of-extension tester, such as Instron Model 1122. Crosshead speed shall be 12 inches per minute and gage length 3 inches. The jaws of the clamp used to grip the sample of padding shall be 1 inch (parallel to the application of load) by 3 inches (perpendicular to the application of load) and samples shall be 6 inches long. Before the clamps are tightened on the sample, a uniform 6 ounces tension shall be applied to the sample by means of a tensioning clamp or other means. The clamps shall be tightened and the test shall be run. The test shall be repeated at least 5 times and the average of the results reported.
Contractor certification. The contractor shall certify that the product offered meets the salient characteristics of this description and conforms to the producers’ own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
